La présente lettre s’adresse aux témoins dont j’ai édité les récits de vie dans le cadre de notre Association.
Compte tenu de l’importance prise par notre collection et de l’intérêt que lui portent les chercheurs à qui elle est destinée, il est devenu nécessaire que vous me précisiez si, avant l’écriture de votre récit, vous avez en connaissance d’ouvrages parus sur le sujet que vous évoquez et dans l’affirmative, si vous les avez utilisés, soit en vous en inspirant, soit en copiant des passages.
Dans ce dernier cas, c’est à dire si vous avez copié des réflexions descriptions ou autres écritures d’un autre auteur, vous voudrez bien m’adresser photocopie des pages en cause de votre propre témoignage, sur lesquelles les mots copiés devront apparaître entre guillemets avec une note de renvoi en bas de page qui indiquera la source.
Vous comprendrez que faute de ce faire, l’ensemble de recueil risque de perdre sa crédibilité auprès des prestigieuses Institutions Nationales et Internationales dépositaires de votre témoignage.

Postface
Sans renier "l’esprit de clocher, école primaire du patriotisme", indispensable au développement des peuples et à la pérennité de notre civilisation, on peut rêver que cette collection, que ces 185 témoignages contenus dans les 166 volumes de notre recueil, soient la première pierre d’un pont qu’il nous faudra construire entre la France et l’Allemagne d’abord, entre nos deux pays, la Grande Bretagne, les États Unis d’Amérique et l’Europe ensuite, pour l’écriture d’une Histoire commune de nos pays qui ferait abstraction des frontières terrestres et maritimes, pour communier, sur la stèle des témoignages oraux des survivants des guerres du XXème siècle.
C’est le rêve que nous faisons au terme de cette étape et le souhait que nous formulons, en imaginant que d’autres, aussi passionnés que nous l’avons été tout au long de notre entreprise, prennent le relais pour la continuation de notre oeuvre.
Without denying the "parochial spirit, primary school to patriotism", indispensable to the development of the peoples and to the perenity of our civilization, we can dream that this collection, that those 185 testimonies contained in the 166 volumes of this collection, can be the first stone of a bridge that we will have to build between France and Germany first of all, between our two nations, Great Britain, the United States of America, and Europe afterwards, in order to write a common History of our countries, which would ignore the land and maritime borders, to be together, with a common spirit on the stele of the oral testimonies of the survivers of the wars of the XXth century.
This is the dream that we have as we complete this stage, and the wish we express as we imagine that others, as passionate as we have been throughout this work, will take over the continuation of this enterprise.
Ohne die patriotische Gesinnung zu verleugnen, die viel zur Weiterentwicklung unserer Völker und Zivilisation beigetragen hat, wäre es mein Wunsch, daß diese Sammlung mit ihren 185 Augenzeugenberichten einen Stein bildet, um eine Brücke der Verständigung zwischen Frankreich, Deutschland und England und zwischen den Vereinigten Staaten und Europa zu bauen. Um weiterhin einer gemeinsamen Geschichtsschreibung unserer Staaten zu dienen, die die verschiedenen Landes und Meeresgrenzen beiseite läßt, um Gemeinsames durch die Augenzeugenberichte der Überlebenden der Kriege des 20sten Jahrhundertes zu finden.
Mein Traum und mein Wunsch am Abschluß dieser Etappe wäre, daß andere, die genauso begeistert von meinem Unternehmen waren wie ich, dieses aufnehmen und weiterführen würden.

Ce volume N° 000 de ma collection, clos la première tranche de 15 années de travail que je me suis fixée.
Il a été conçu pour permettre au chercheur de naviguer dans le corpus en consultant le résumé de chaque ouvrage et l’index général de 64.868 repères qui le renverront au sujet recherché.
Le chercheur pourra aussi travailler sur le support informatique mis à la disposition des Conservateurs qui l’ont souhaité et sur un Cédérom .
Si ce travail contient des lacunes, c’est que je l’ai réalisé seul, avec des moyens dérisoires, certes dans le cadre de l’Association Nationale des Croix de Guerre et de la Valeur Militaire que je remercie de son soutien mais, surtout, grâce à l’infinie bonté de mon épouse qui m’a supporté pendant tout ce temps
This 000th volume of my collection ends the first portion of fifteen years of work that I have set as my goal.
It has been devised to enable the researcher to navigate in the corpus by looking at the summary of each volume and at the general index containing 64.868 pointers which will refer him to the requested testimony.
The researcher can also work on the computerised media put at the disposal of the Curators who expressed the wish to have it, and soon, on a C.D. Rom during realization..
This work does not claim to be perfect.
I carried it out with very low means, but also with the support of the National Association of the Croix de Guerre et de la Valeur Militaire, which I thank here, and especially thanks to the endless benevolence of my wife, who put up with me during all that time.
Dieser 000ste Band meiner Sammlung beschließt den ersten Abschnitt der fünfzehnjährigen Arbeit, die ich mir zum Ziel gesetzt hatte.
Er soll dem Forscher einen Oberblick über den Corpus geben, anhand eines Generalindex von 64.868 Stichwörtern und einer Inhaltsangabe jedes Einzelbandes.
Der Forscher kann ebenfalls das Computerprogramm das auf Verlangen den verschiedenen Archivatoren zur verfügung gestellt wurde, benutzen; auch bald auf ein C.D.Rom.
Diese Arbeit weist noch viele Mängel auf.
Ich habe die ganze Arbeit mit äußerst geringen materiellen Mitteln zustande gebracht, dafür aber mit der Unterstützung die Association Nationale des Croix de Guerre et de la Valeur Militaire, der ich danke, sowie mit der verständnisvollen Hilfe meiner Gattin, die mir während dieser ganzen Zeit gütig zur Seite gestanden ist.

Depuis plus de 3000 ans, la morale qui conduit les hommes à se battre pour leur pays n'a pas varié et, au fil des siècles, se sont écrites, dans le sang et les larmes, les pages d'une histoire pleine de bruits et de fureur, mais aussi de noblesse et d'abnégation.
La guerre fait le désespoir des mères et des épouses, elle constitue, en revanche, le plus extraordinaire révélateur de ce qu'il y a de pire et de meilleur dans le coeur humain.
Que le pire reste toujours présent à notre esprit mais n'oublions pas, pour autant, les faits et gestes de tous ceux qui, engagés dans la tourmente, ont été amenés à jouer un rôle salutaire dans le cours des événements du XXème siècle.
"Un héros", disait Romain Rolland, "c'est celui qui fait ce qu'il peut". Les témoignages, patiemment et méthodiquement collectés par Michel EL Baze, nous prouvent que cette définition s'applique à nombre de nos compatriotes. Quelles traces durables auraient cependant laissées les risques et sacrifices auxquels ils ont consenti sans la constitution de ce véritable corpus où se retrouvent confrontés les récits d'expériences vécues, narrés sans artifices ?
Cette importante contribution à l'élaboration d'une mémoire collective, retraçant les désordres et les souffrances entraînés par la guerre, ne peut manquer de nous aider à mieux vivre la paix.
Merci donc à Michel El Baze de nous faire bénéficier de cette remontée au plus profond de notre histoire contemporaine.

For more than 3000 years, the moral ethics that have lead men to fight for their countries have not changed, and over the centuries pages of history were written with blood and tears, a history full of noise and turmoil but also full of noblesse and of abnegation.
War is the despair of mothers and wives, but it constitutes on the other hand the more extraordinary disclosure of the worst and of the best in human heart.
May the worst always remain present in our minds, but let us not forget anyway the deeds and gestures of all those, who involved in this upheaval, were lead to play a salutary role on the course of events of the XXth century.
"A hero is he who does what he can" used to say Romain Rolland. The testimonies patiently and methodically gathered by Michel El Baze give us the proof that this definition applies to many of our fellow citizens.
Which durable evidence would have remained of the risks and sacrifices to which they agreed, had not it been for this corpus in which are confronted the accounts of actual experiences, narrated without any glitter ?
This important contribution to the built up of a collective memory, recounting the disorders and the sufferings brought about by war, cannot fail to help us live in peace.
We therefore warmly thank Michel El Baze for sharing with us this return to the deepest fold of our contemporary history.

Seit mehr als 3000 Jahren hat sich die Einstellung, die die Menschen dazu bringt, für ihr Land zu kämpfen, nicht verändert, und im Verlauf der Jahrhunderte sind unter Blut und Tränen die Seiten einer Geschichte voller Streitigkeiten und Greuel, aber auch des Edelmuts und der Selbstüberwindung geschrieben worden.
Der Krieg verursacht die Verzweiflung der Mütter und der Ehefrauen, andererseits führt er zur außergewöhnlichsten Offenbarung des Schlimmsten und des Besten, was es im mensch lichen Herzen gibt.
Möge das Schlimmste immer in unserem Geist gegenwärtig sein, aber vergessen wir ebenso wenig die Taten und Handlungen derjenigen, die, in den Sturm hineingeraten, es dazu gebracht haben, im Verlauf der Geschehnisse des 20. Jahrhunderts eine ersprießliche Rolle zu spielen.
"Ein Held," sagte Romain Rolland, "ist derjenige, der tut, was er kann." Die Zeugenaussagen, geduldig und methodisch von Michel El Baze gesammelt, beweisen uns, daß diese Definition auf eine große Zahl unserer Mitpatrioten zutrifft. Welche dauerhaften Spuren könnten jedoch die Wagnisse und Opfer hinterlassen haben, mit denen sie einverstanden waren, ohne die Begründung dieses wahren Corpus, in dem sich die Erfahrungs- und Erlebnisberichte - ohne Künstelei erzählt wiederfinden ?
Dieser wichtige Beitrag zur Erarbeitung eines Kollektivbewußtseins, der die Verwirrungen und Leiden vergegenwärtigt, die der Krieg mit sich brachte, kann nicht verfehlen uns zu helfen, den Frieden besser zu leben.
Dank also an Michel El Baze, daß er uns aus diesem gundlegenden Wiederaufstieg unserer zeitgenössischen Geschichte Nutzen ziehen läßt.

Je connais Michel El Baze de longue date, il est un homme discret, modeste, jamais tenté par les flaches. Aujourd’hui je suis heureux, à travers cette cérémonie, de rendre hommage à cet homme, à cet ami, fait de persévérance et de travail.

Un tel travail ne se réalise pas sans difficultés et j’en suis sûr sans moments de découragement et pourtant : 138 volumes représentant plus de 15.500 pages ont été édités ou sont sur le chantier, c’est plus que le Code Général des Impôts de France, qui en compte 10.000, Messieurs les Étrangers.
Particulièrement important est le travail de retranscription et de mise en page. Cette oeuvre n’a pu être réalisée que grâce à la matière fournie par les quelques 165 témoins qui ont fait appel à leurs notes et à leur mémoire.
Ce recueil de témoignages n’a pu se réaliser que parce que les anciens combattants de toutes les guerres contemporaines ont trouvé là l’initiative qu’ils attendaient pour pouvoir exprimer le sentiment d’un jour, d’une nuit, d’une guerre; leur sentiment.
Il s’agit là de témoignages racontés par les auteurs qu’ils convient ici de remercier au nom de la ville de Nice, certes, mais aussi au nom de la France et je crois pouvoir le faire, au nom des pays participant aux conflits.
Le sentiment d’un homme dans son coin de tranchée le sentiment d’un homme dans son avion, le sentiment d’un homme dans son char, le sentiment d’un homme dans le maquis, le sentiment d’un homme déporté, le sentiment d’un homme dans sa geôle, le sentiment d’un homme dans la rizière, le sentiment d’un homme dans le djebel et, je le dis pour les traductrices, le sentiment d’un homme dans la montagne algérienne. Ce sentiment là a son importance ! et quelle importance, puisqu’il s’agit là de la vérité vraie d’un homme sur le terrain, de sa vision des faits, de sa vérité.
L’historien, après compilation se doit de regrouper les témoignages pour écrire l’histoire avec un grand H.
Ce n’était pas la prétention de mon ami Michel El Baze et de son Association des Croix de Guerre et des décorés de la Valeur Militaire. Il s’est agit pour lui seulement de regrouper des fractions d’histoires, des récits de vie qui permettent d’écrire la grande histoire des guerres du 20ème siècle; mais c’est toujours de récits comparables, dispersés ici et là que les historiens tirent leur substance.
Le Sénateur Maire de Nice et le Conseil Municipal félicitent tous ceux : Anciens Combattants, Résistants, Maquisard, Prisonniers de guerre, Déportés et Internés qui ont spontanément témoigné pour édifier cette extraordinaire et unique collection qui n’est certainement pas terminée.
La Ville de Nice est fière de compter parmi ses fils, parmi ses concitoyens, Michel El Baze, l’initiateur et le père de cette opération dont le rayonnement et d’ores et déjà mondial.
I am very glad to entertain you in the prestigious surroundings of the Villa Masséna.
I have known Michel El Baze for a long time, he is a discreet, humble man, never tempted by glitters and glamour. Today I am glad to be able to pay a tribute, through this ceremony, to a man wrought in perseverance and hard work.
A simplistic expression, if I may use it, can sum up, this effort. What he did is really an achievement !.. Such a work cannot be carried out without encountering difficulties and moments of discouragement, and yet 138 volumes representing more than 15.500 pages were published or are still being worked on. This is more than the whole tax law code which numbers 10.000 pages, for our foreign audience.
A particularly important part is the re transcription and the compilation. This work could only be carried out thanks to the raw data provided by the 165 witnesses or so, who searched in their notes and memories.
This gathering of testimonies was only made possible because the veterans of all the wars found there an the initiative they were looking for to be able to express the experience they had of a day, a night, a war, their feeling.
These are testimonies recounted by the authors, who must be thanked here on behalf of the city of Nice of course, but also on behalf of France, and of all the countries who took part in the conflicts.
The feeling of a man in some trench, the feeling of a man in his plane, the feeling of a man in his armoured tank, the feeling of a man in hiding, the feeling of a man sent to a camp, the feeling of a man in his jail, the feeling of a man in a paddy field, the feeling of a man in the djebel, and I say it for all the translators, the feeling of a man in the algerian highlands, This feeling has its own importance, an how important it is, as it is the real truth about a man close to the operations, of his vision of the facts, of his truth. The historians after compiling all that must gather all the testimonies in order to write history with a capital H.
This was not the claim of my friend Michel El Baze, and of his Association of the Croix de Guerre et des décorés de la Valeur Militaire, their aim was only to put together some pieces of history, some accounts of lives with which the great History of the Wars of the XXth century can be written, but it is always out of such accounts, scattered here and there that the historians draw their essence.
The Sénateur-Maire of Nice and the town council congratulate all those, veterans, members of the resistance, maquisards, prisoners of war, deportees, internees, who spontaneously testified to build up this extraordinary and unique collection which certainly is not finished.
The city of Nice is proud to have among its sons, among its citizens, Michel El Baze, the initiator, and the father of this operation whose repercussions reach world-wide.

Ich kenne Michel El Baze seit langer Zeit, er ist ein besonnener, bescheidener, niemals von ausgefahrenen Wegen in Versuchung geführter Mann. Heute bin ich glücklich, diesem Manne, diesem Freund, während dieser Zeremonie für Beharrlichkeit und Arbeit Ehre zu erweisen.
Eine vereinfachte Ausdrucksweise, die Sie mir gestatten zu benutzen, kann diese Anstrengung zusammenfassen : Was er getan hat, muß getan werden !... Eine solche Arbeit verwirklicht sich nicht ohne Schwierigkeiten und, ich bin sicher, Augenblicke der Entmutigung, und dennoch : 138 Bände, die mehr als 15500 Seiten enthalten, sind ediert oder in die Wege geleitet, das ist mehr als das Steuergesetzbuch von Fankreich, meine Herren Ausländer.
Besonders wichtig ist die Arbeit der Wiederabschrift und des Umbruchs. Dieses Werk konnte nur dank der von rund 165 Zeitzeugen bereitgestellten Materie verwirklicht werden, die auf ihre Notizen und ihr Gedächtnis zurückgegriffen haben.
Diese Sammlung von Zeugenaussagen hat sich nur verwirklichen lassen, weil frühere Mitkämpfer aller zeitgenössischen Kriege hier die Anregung gefunden haben, auf die sie warteten, um die Empfindungen eines Tages, einer Nacht, eines Krieges ausdrücken zu können - ihre Empfindung.
Es handelt sich hier um Zeitzeugnisse, von Autoren erzählt, denen es sich geziemt hier zu danken, im Namen der Stadt Nizza sicherlich, aber auch im Namen Frankreichs, und ich glaube es tun zu können im Namen der an den Konflikten beteiligten Länder.
Die Empfindungen eines Mannes in seiner Ecke des Schützengrabens, das Bewußtsein eines Mannes in seinem Flugzeug, das Bewußtsein eines Mannes in seinem Wagen, die Empfindungen eines Mannes im Dickicht (Maquis), die Empfindungen eines Deportierten, eines Mannes im Gefängnis, die Gefühle eines Mannes im Reisfeld, die Gefühle eines Mannes im Djebel und, ich sage das für die Übersetzerinnen, eines Mannes in den algerischen Bergen. Dieses Gefühl hat seine Bedeutung ! Und was für eine Bedeutung, da es sich um die echte Wahrheit eines Mannes über das Terrain, um seine Sicht der Fakten, seine Wirklichkeit handelt.
Nach dem Zusammengetragenen muß sich der Historiker die Zeitzeugnisse wieder gruppieren, um Geschichte - mit einem großen G - zu schreiben.
Das war nicht der Anspruch meines Freundes Michel El Baze und seiner Vereinigung der Träger des Kriegskreuzes und der Tapferkeitsauszeichnung. Für ihn handelt es sich ausschließlich darum, die Teilstücke der Geschichten, der Lebensberichte wieder zu versammeln, die es erlauben, die große Geschichte der Kriege des 20. Jahrhunderts zu schreiben, aber es sind immer die vergleichbaren, hier und da verstreuten Berichte, aus denen die Historiker ihren Stoff gewinnen.
Der Oberbürgermeister von Nizza und der Rat der Stadt beglückwünschen alle diejenigen alten Kämpfer, Mitglieder des Widerstands und Widerstandskämpfer, Kriegsgefangenen, Deportierten und Internierten, die spontan Zeugnis abgelegt haben, um diese außergewöhnliche und einzigartige Sammlung aufzubauen, die sicher nicht abgeschlossen ist.

Cette après-midi, lors de la Rencontre des Conservateurs et des Témoins que nous avons organisée à Castagniers, a été exposé le corpus, le recueil qui est composé actuellement de 121 volumes sur les 138 en cours d’édition.
Il appartient à Monsieur le Général Chevalier de Lauzières, de dresser le tableau, de remémorer ce qui a été fait et de remettre officiellement cette collection aux Conservateurs étrangers qui sont venus des U.S.A., d’Allemagne, de Grande Bretagne, pour en recevoir donation.
You have felt the language coming from the heart, the language of friendship of course, but most of all, the language of a man, of a fighter who met in this town, his friend, and we have been fraternally one for several years.
This afternoon, during the meeting of the archivists and of the witnesses, that we organised in Castagniers, the corpus was displayed, the compilation which contains at the moment 121 volumes, out of the 138 in course of publishing.
It behoves to General Chevalier de Lauzières, to set up the picture, to bring back to our mind everything that has been done and to officially hand over this collection to the foreign archivists who came from the USA, Germany, and Great Britain, to receive this donation
Sie haben die Sprache des Herzens vernommen, sicher die der Freundschaft, aber darüber hinaus die Sprache eines Mannes, eines Mitkämpfers, der in dieser Stadt seinem Freund begegnet ist, und wir bilden schon seit sehr vielen Jahren ein Brüderpaar.
An diesem Nachmittag, anläßlich des Freundschaftstreffens, das wir in Castagniers gehabt haben, ist der Corpus, die Sammlung, die gegenwärtig aus 121 von den 138 im Editionsverfahren befindlichen Bänden besteht, ausgestellt worden.
Es steht Herrn General Chevalier de Lauzières zu, die Übersicht zu geben, in Erinnerung zu bringen, was getan worden ist, und diese Sammlung offiziell den auswärtigen Verwahrern zu übergeben, die aus den USA, Deutschland, Großbritannien gekommen sind, um sie als Schenkung in Empfang zu nehmen.

D’abord je voudrais vous remercier de la médaille que vous m’avez remise tout à l’heure qui marquera le souvenir de cette journée qui est une grande journée pour notre Association, pour notre ami El Baze et je le sais également, pour la ville de Nice, car, depuis une dizaine d’année déjà, il y a une entreprise historique audacieuse, voire téméraire qui a été menée par un citoyen de cette ville avec l’aide bienveillante de la municipalité de Nice et valorisée, il y a deux ans et demi, par un fructueux colloque international et illustré aujourd’hui par ce qui se passe maintenant.
Cette entreprise accueillie par vos soins, Monsieur le Maire, dans le prestigieux palais où vous nous recevez chaleureusement ce soir, avec une chaleur, que je tiens à souligner et dont je tiens à vous remercier. Cette chaleur est ressentie par tous dans un moment important pour notre Association National des Croix de Guerre et de la Valeur Militaire et par le concepteur de ce projet, éclos aujourd’hui.
Vous avez dit tout à l’heure que Monsieur Michel El Baze était votre ami, je tiens également à affirmer qu’il est le mien et que je suis le sien. Si je suis le sien c’est parce que j’ai reconnu la valeur et la générosité de son entreprise. Recueillir des témoignages dans les conditions où il l’a fait et dont vous soulignez vous même qu’il y avait eu des hauts et des bas et il continue peut être a y en avoir, ce n’est pas rien et il a mené cela avec une vigueur, un acharnement qui a souvent fait mon admiration et qu’il continue à le faire du reste.
Aujourd’hui Monsieur Mufraggi, Procureur de la République Honoraire, qui est parmi nous, nous a dit combien un témoignage est un souvenir authentifié; j’ai retenu cette phrase car il s’agit ici de témoignages et le témoignage c’est un passage entre le récit et l’attestation, comme vous l’avez vous même souligné également tout à l’heure. Cette formule a retenu mon attention parce qu’une attestation, c’est le fin du fin, le témoignage c’est la base du fin. Dans les quelques 121 documents ici exposés et qui vaudront pour l’histoire, il y aura partout le témoignage, le récit sûrement mais le témoignage des gens. Il appartiendra aux historiens de découvrir l’attestation.
Ces 121 documents, ils existent et comme l’a dit tout à l’heure, Monsieur Michel El Baze et vous Monsieur le Maire, ces 121 documents ont déjà été remis ici à la Municipalité de Nice, aux Archives Départementales et à l’Université de Nice Sophia-Antipolis.
Il y a un an, les 104 premiers volumes ont été remis à Paris à Mr Reed pour la grande Bretagne, au cours d’une prestigieuse cérémonie au Sénat de la République. M. Reed, qui s’intéresse avec acharnement à notre action, a bien voulu faire le déplacement de Londres pour recevoir le complément que je suis heureux de lui remettre aujourd’hui.
Nous sommes heureux de les remettre aussi au représentant des Archives Fédérales Militaires Allemandes. Je tiens à souligner tout le mérite qu’il a de les avoir sollicitées et de les recevoir car de tels témoignages ne sont pas toujours impartiaux et sont toujours vigoureux, et je salue en vous Monsieur le Docteur Giessler, l’objectivité et l’honnêteté intellectuelle.
Et puis, mon Général, vous allez emmener cette collection Outre Atlantique, c’est vous dire le rayonnement de l’oeuvre entreprise par notre ami; je souhaiterais que ce rayonnement s’étende d’avantage encore à l’ensemble de la France.
Je félicite ceux qui ont assuré déjà son rayonnement hors de nos frontières et je souhaite vivement que cette entreprise puisse aller plus loin.
Vous nous avez dit, mon cher El Baze : "- En Décembre 1995 je mettrai un terme à cette entreprise !"
Oui vous l’avez dit, je vous ai dit oui, bon, mais je ne suis pas certain que ça se terminera, vous serez sur la lancée; encore faudrait- il que vous y soyez bien aidé et bien soutenu. Il faut du dévouement et de la persévérance et je souhaite que mon récit de cette fresque que je viens de faire soit reçu comme un témoignage qui atteste la qualité de l’homme qui a entrepris l’ouvrage et qui atteste également la valeur de l’entreprise. Cette valeur je vous la confie à tous et je souhaite vivement pouvoir remettre au Général Nelson, symboliquement car ils sont trop nombreux, quelques uns des ouvrages dont je peux de nouveau attester la valeur.
First of all I would like to thank you for the medal that was handed over to me earlier on, it will remain for me as a memory of this day, which is a great day for our association, for our friend Michel El Baze, and I also know it, for the city of Nice, because for the last ten years already, there has been a audacious historical venture, I could even say a daring venture, undertaken by a member of this city, with the benevolent help of the municipal team, and valorised two and a half years ago by a fruitful international meeting, and illustrated now by all the things that are happening at the present.
This venture warmly welcome, Monsieur le Maire, in the prestigious setting you are warmly receiving us tonight, a warmth that I particularly want to stress, and for which I want to thank you.
This warmth is felt by all of us in a moment so important for our association of the Croix de Guerre et de la Valeur Militaire, and by the creator of this project, come to life today.
You have said earlier on that Michel El Baze was your friend, and I want to stress that he is also mine, as I am his. If I am his friend, it is because I have acknowledged the value and the generosity of his work.
To gather testimonies in the conditions in which he did it, and during which there had been ups and downs, as you emphasised yourself, and there may still be some, is no some achievement, and he conducted that with a vigour, a passion which has often aroused my admiration, and still does.
Today, Mr Mufraggi honorary procurator of the republic, who is among us, has told us to which extent a testimony is an authentified memory, I have retained this sentence because we are dealing here with testimonies, and a testimony is the gateway between the account and the testimonial, as you pointed out yourself earlier on. This statement has retained all my attention because a testimonial is the quintessence, and the testimony is its base in the 121 documents or so displayed and which will stand in the face of history, the testimony will be every where, the account most certainly but the testimony of the people also. It will be the duty of the historians to discover the testimonial.
Those 121 documents, they exist, and as Monsieur El Baze and you, Monsieur le Maire, said earlier on, those 121 documents have already been handed over to the municipality of Nice, to the Archives Départementales, and to the University of Nice in Sophia Antipolis.
A year ago, the fist 104 volumes were handed over to Mr Reed in Paris for Great Britain during a prestigious ceremony in the French Senate Chamber. Mr Reed who is deeply interested in our action, was willing to travel from London to here to be presented with the complement which I am glad to hand over to him today.
We are also glad to hand that over to the representative of the Federal Military Archives of Germany. I want to stress all his credit for having contacted them and to greet them, because such testimonies are not always impartial, and are always vigorous, and I salute through you, Doctor Giessler objectivity and intellectual objectivity.
Afterward, General, you will take this collection on the other side of the Atlantic, that shows the repercussion of the work carried out by our friend, I would like this frame to spread more throughout the whole of France.
I congratulate all those who have already contributed to its fame beyond of our borders, and I really wish that this work can be carried out further.
You have said to us, my dear El Baze, "In December 1995 I will put an end to this venture !"
Yes, you have said so, I have told you yes, OK, but I am not sure that it will end there, you will be carried out, for that you would have to be helped and well supported. It requires a lot of dedication and perseverance, and I really hope that my depiction of this work that I have just done will be receive like a testimony which will vouch for the quality of the man who has undertaken the work, and will also vouch for the quality of the work itself. This value, this quality I entrust to all of you, and I really hope to be able to hand over symbolically to General Nelson, some of the volumes as they are too numerous, and which value I can certify again.

Dieses Vorhaben, dank Ihrer Bemühungen, Herr Bürgermeister, wird in diesem zauberhaften Palais gut aufgenommen, in dem Sie uns heute abend warmherzig empfangen, mit einer Wärme, die ich fortfahre zu unterstreichen und für die ich fortfahre Ihnen zu danken. Diese Warmherzigkeit wird von allen empfunden in einem für unsere nationale Vereinigung der Träger des Kriegskreuzes und der Tapferkeitsauszeichnung und für den Gestalter dieses heute zur Reife gebrachten Projekts wichtigen Augenblick.
Sie haben gerade gesagt, daß Herr Michel El Baze Ihr Freund sei, ich lege ebenfalls Wert darauf zu versichern, daß er der meine ist und ich der seine bin. Ich bin der seine, weil ich den Mut und die Hochherzigkeit seines Unterfangens erkannt habe. Zeugenaussagen zu sammeln unter den Bedingungen, unter denen er es getan hat, und von denen Sie selbst betonen, daß es Höhen und Tiefen gab und er sie vielleicht weiterhin hat, ist keine Kleinigkeit, und er hat das mit einer Energie, einem Rieseneifer betrieben, die oft meine Bewunderung erregt hat und weiterhin erregen wird.
Heute hat Herr Mufraggi, Ehrenprokurator der Republik, der unter uns ist, uns erläutert, daß eine Zeugenaussage eine beglaubigte Erinnerung ist; ich habe diesen Satz behalten, denn es handelt sich hier um Zeitzeugnisse, und ein Zeitzeugnis ist eine Übergangsstufe zwischen Bericht und Beglaubigung, wie Sie es selbst gerade ebenfalls hervorgehoben haben. Diese Formel hat meine Aufmerksamkeit festgehalten, weil eine Beglaubigung der Abschluß, die Zeugenaussage die Grundlage für den Schluß ist. In den rund 121 hier ausgestellten Dokumenten von Wert für die Geschichte gibt es durchaus die Zeugenaussage, sicherlich den Bericht, aber auch das Zeitzeugnis der Menschen. Es gebührt den Historikern, die Beglaubigung aufzudecken.
Diese 121 Dokumente existieren, und, wie es gerade Herr Michel El Baze und Sie, Herr Bürgermeister, gesagt haben, diese 121 Dokumente sind schon hier in der Stadt Nizza, im Departementalarchiv und in der Universitat Sophia Antipolis von Nizza niedergelegt.
Vor einem Jahr sind die 104 ersten Bände in Paris Herrn Reed für Großbritannien übergeben worden, im Verlauf einer hervorragenden Zeremonie im Senat der Republik. Herr Reed, der sich mit Leidenschaft für unsere Aktion interessiert, hat gern die Reise aus London gemacht, um die Ergänzung zu erhalten, die ich glücklich bin ihm heute zu überreichen.
Wir sind glücklich, sie auch dem Repräsentanten des Bundesarchiv-Militärarchiv in Deutschland zu überreichen. Ich lege Wert darauf, das Verdienst zu betonen, das es bedeutet sich für sie einzusetzen und sie in Empfang zu nehmen, denn solche Zeitzeugnisse sind nicht immer unparteiisch und sind immer nachdrücklich, und ich begrüße in Ihnen, Herr Dr. Gießler, die intellektuelle Objektivität und Ehrlichkeit.
Und nun, mein General, werden Sie diese Sammlung nach jenseits des Atlantik mitnehmen, das heißt, Ihnen den Wirkungsbereich des von unserem Freund begonnenen Werkes benennen. Ich würde es begrüßen, wenn sich dieser Wirkungsbereich wieder mit Gewinn auf die Gesamtheit Frankreichs ausdehnte. Ich beglückwünsche diejenigen, die ihren Wirkungsbereich schon jenseits unserer Grenzen gesichert haben, und ich wünsche lebhaft, daß diese Unternehmung weitergehen kann.
Sie haben uns gesagt, mein lieber El Baze : "Im Dezember 1995 werde ich diesem Unternehmen ein Ende setzen !"
Ja, Sie haben es gesagt, ich habe Ihnen gesagt : Ja, gut, aber ich bin nicht sicher, daß sich das begrenzen läßt, Sie werden in Schwung sein; bis jetzt ist es nötig, daß Ihnen gut geholfen und Kraft gegeben wird. Es bedarf der Hingabe und Ausdauer, und ich wünsche, daß mein Vortrag über dieses Fresko, den ich gehalten habe, aufgenommen wird als Zeugenaussage, die die Qualität des Mannes bestätigt, der das Werk begonnen hat, und daß er gleichermaßen die Bedeutung des Unternehmens bescheinigt. Diesen Wert vertraue ich Ihnen allen an und ich begrüße lebhaft, General Nelson - symbolisch, denn sie sind zu zahlreich - einige der Werke überreichen zu können, deren Wert ich von Neuem bestätigen kann.

Dank an die Amerikanische Legion, daß sie so viel getan hat in Frankreich, um die Erinnerung an unsere Bündnisse während der Kriege des 20. Jahrhunderts lebendig zu erhalten.
Dank für das Geschenk der persönlichen Kriegsgeschichten, die mir angeboten worden sind. Unsere beiden Nationen haben allzu lange gewartet, diese Art von Material zu sammeln. Diese Bände werden sehr wichtig sein wegen der Informationen die sie enthalten, aber sie werden auch ein Beispiel für die amerikanischen Veteranen sein, ein vergleichbares Programm zu beginnen.

C’est un grand bonheur pour moi de pouvoir participer à cette invitation de l’Association Nationale des Croix de Guerre et des Croix de Valeur Militaire. Je tiens à vous remercier vous tous pour cette aimable invitation et tout spécialement vous, Monsieur El Baze.
Il est plutôt inhabituel que je sois autorisé d’être présent à cette réunion de soldats français qui étaient tous des participants de la guerre, surtout parceque moi même, je suis civil et que je n’ai que de vagues souvenirs de petite enfance qui ont trait à la deuxième guerre mondiale et aux années d’après guerre.
Mais malgré tout, il y a un lien entre nous, l’intérêt et l’effort commun de ne pas laisser tomber dans l’oubli les guerres du 20ème siècle et de retenir pour toujours dans des documents les événements et leurs conséquences, pour conserver aux générations suivantes un portrait complet et véridique du passé.
En relatant vos expériences et vos souvenirs des deux guerres mondiales et des guerres en Indochine et en Algérie, vous avez fait une précieuse contribution à cette entreprise et ceci surtout en donnant votre accord pour rendre public vos souvenirs personnels.
Vous Monsieur El Baze, vous avez accepté le grand labeur d’ordonner les différents récits des témoins de l’époque dans une documentation impressionnante. Tous ceux qui veulent se pencher sur l’histoire de ces guerres vous en sont redevables.
En ma qualité d’archiviste et historien, je suis personnellement très reconnaissant de pouvoir recevoir cette documentation en 138 volumes destinée aux Archives Militaires de la République Fédérale d’Allemagne. Ils contiennent les récits de soldats français et en cela ils appartiennent d’abord et avant tout à l’histoire militaire française. Dans les parties qui se rapportent aux deux guerres mondiales, ils sont en même temps, ils forment en même temps une source pour notre histoire commune. De ce fait je suis heureux que cette documentation se trouvera dorénavant, également mise à la disposition des Archives Militaires Fédérales.
Permettez-moi, d’évoquer un autre aspect qui se rapporte à la valeur de la collection comme source de documentation.
Jusqu’à maintenant, dans les archives, on ne pouvait puiser que dans les dossiers des ministères, du Haut Commandement, des corps d’armée ou des divisions.
Ainsi les grandes lignes politiques étaient mises au jour, les décisions des responsables éclairées, les batailles et les modifications du front, les défaites et les victoires étaient représentées, les développements de l’économie militaire étaient analysés. En cela l’histoire des deux guerres mondiales semble avoir été analysée en majeure partie.
Mais toute guerre comporte aussi une autre dimension, personnelle et humaine. L’histoire de la guerre serait incomplète si on laissait de côté son impact sur les soldats et sur la population civile. Ces aspects sont analysés de plus en plus fréquemment par la recherche historique et sociologique, comme le prouve l’utilisation des archives militaires fédérales. Mais les dossiers de l’administration militaire et les comptes rendus journaliers des Unités taisent les souffrances, les préoccupations et peut-être aussi les espoirs des individus pendant la guerre.
Leur récit se trouvent plutôt consigné dans les journaux intimes, dans les lettres et les souvenirs personnels. Mais la recherche de telles sources et leur intégration dans les archives est très longue et laborieuse. La reprise par les archives d’une collection étendue de correspondance de guerre ne réussit que très rarement. L’intégration d’une vaste documentation de récits de guerre constitue un fait d’exception.
Le respect devant votre travail de documentation des guerres du 20ème siècle est d’autant plus grand, que cette documentation est un très précieux enrichissement des collections de récits de guerre dans nos archives.
Pour conclure, permettez-moi de vous remercier encore une fois très sincèrement pour votre aimable invitation à cette célébration, pour votre accueil hospitalier et pour cette très généreuse remise de ces documents.
La célébration de cet après-midi peut être prise comme un exemple vivant d’une relation toujours plus rapproché entre les nations, elle est à rangée dans une série de rencontres entre les Services Historiques de l’Armée de Terre, de l’Armée de l’Air, de la Marine au Château de Vincennes et des Archives Fédérales Militaires.

It's a great honour for me to be able to take part to this invitation of the National association of the "Croix de Guerre et de la Valeur Militaire". I would like to thank you all for your kind invitation, and especially you Monsieur El Baze.
It is rather unusual, for me to be allowed to be present to this meeting of French soldiers who all took part in the war, above all because I am myself, a civilian and that I only have vague memories from my early childhood linked to World War II, and to the years that followed the war.
But, still there is a link between us, the common interest and the common effort not to allow the war of the XXth century to sink into oblivion., and to keep for ever in those documents, the events and their consequences, to keep for the younger generations a complete and truthful picture of the past.
In narrating your experiences and your memories about those two world wars, the wars in Indochina and Algeria, you have brought a precious contribution to this venture and that above all by agreeing your personal memories.
Monsieur El Baze, you have accepted the great task of classifying the different accounts of the witnesses of the time in an impressive documentation. All those who want to look into the history of those wars, are indebted to you.
Being an archivist and an historian, I am personally very grateful to be able to receive this documentation made up of 138 volumes, meant for the military archives of the Federal Republic of Germany. They contain the accounts of French soldiers and in that respect belong to, and are part first and foremost of French military history. In the parts that deal with the two world wars, they constitute a source for our common history. In that respect I am glad that this documentation is from now on available to the Federal Military Archives.
I also would like to point out another aspect which refers to the value of the collection as a source of documentation.
Until now as regards the archives we could only dig into the files of the ministries, of the Higher Command, of the Army corps or the divisions.
With that the main political lines were brought to light, the decisions taken by those in charge made clearer, the battles, the changes to the front line, the defeats, the victories were represented, the development of the military economy were analysed. In that respect the history of the two world wars seem to have been analysed for the most part.
But any war also contains another dimension, personal and human. The history of war would be incomplete if we left aside its impact on the soldiers and on the civilian population. Those aspects are more and more frequently analysed by the historical and sociological researchers, as it is shown by the utilisation of the Federal Military Archives. The files of the military administration and the daily reports of the units are silent about the sufferings, the preoccupation, and perhaps also the hopes of the people during the war. The accounts of the latter, is more generally recorded in the personal diaries, letters, and personal memories, but the search for such sources and their inclusion in the archives is very long and tedious. The recovery by the archives of an extended war correspondence is rarely successful. The integration of a large documentation of war accounts constitutes an exceptional fact.
The respect that we have in front of your work of documentation of the wars of the XXth century, is all the greater as this documentation represents a precious enhancement to the collection of war accounts in our archives.
As a conclusion, I would like to thank you once more very sincerely for your kind invitation to this celebration, for your warm welcome, and for generously handing over those documents to me.
This afternoon's celebration can be taken as a living example of an ever closer relationship between the nations. It is to rank among a series of meetings between the historical departments of the Armee de terre, the Air Force, and the Navy in the "Chateau de Vincenne", and the Federal historical archives.
I also want to say thank you for all the words and writings that were addressed to me, and all of which testify of your friendship.

An dieser feierlichen Versammlung der Association Nationale des Croix de Guerre et des Croix de la Valeur Militaire teilnehmen zu dürfen, ist für mich eine grosse Ehre. Für die liebenswürdige Einladung danke ich Ihnen allen und ganz besonders Ihnen, Monsieur El Baze, ganz verbindlich.
Wohl eher ungewohnlich ist, dass ich auf dieser Versammlung französischer Soldaten, die alle Kriegsteilnehmer waren, zugegen sein darf, bin ich doch weder Soldat noch ehemaliger Kriegsteilnehmer, vielmehr ein Zivilist, der persönlich nur einige Erinnerungen aus der frühen Kindheit an die dem Zweiten Weltkrieg folgenden Jahre hat.
Es gibt zwischen uns aber doch etwas Verbindendes : das gemeinsame Interesse, das gemeinsame Bemühen, die Kriege des zwanzigsten Jahrhunderts nicht der Vergessenheit anheimfallen zu lassen, sondern die Ereignisse und Auswirkungen dieser Kriege dauerhaft zu dokumentieren, damit nachfolgende Generationen ein möglichst umfassendes und wahrheitsgetreues Bild der Vergangenheit erhalten.
Sie alle haben wertvolle Beiträge zu dieser Aufgabe geleistet, indem Sie Ihre Erlebnisse und Erinnerungen an die beiden Weltkriege, an die Kriege in Indochina und in Algerien mitgeteilt haben und nun bereit sind, Ihre persönlichen Erinnerungen der Öffentlichkeit zugänglich zu machen.
Sie, Monsieur El Baze, haben die grosse Mühe auf sich genommen, die Aussagen der Zeitzeugen zu einer eindrucksvollen und aussagekräftigen Dokumentation zusammenzufügen. Dafür gebührt Ihnen der Dank derer, die sich mit der Geschichte dieser Kriege auseinandersetzen wollen.
Als Archivar und als Historiker bin ich personlich asserordentlich dankbar, die 138-bändige Dokumentation heute für das Militärarchiv der Bundesrepublik Deutschland entgegennehmen zu durfen. Sie beinhaltet Berichte französischer Soldaten, ist damit primär franzosisches Archivgut und ein Stück franzosischer Militargeschichte. In den Teilen, die sich auf die beiden Weltkriege beziehen, ist sie zugleich historische Quelle für unsere gemeinsame Geschichte. Daher erfreut es mich, das diese Dokumentation künftig auch im deutschen Bundesarchiv-Militärarchiv der Wissenschaft zur Verfugung stehen wird.
Gestatten Sie mir, bitte, noch einen Aspekt anzusprechen, der sich auf den Quellenwert der Dokumentation bezieht :
In den Archiven wurden bisher zumeist die Akten der Ministerien, der Oberkommandos, der Korps, der Divisionen intensiv ausgewertet. Dabei wurden die politischen Entwicklungsstränge freigelegt, die Entscheidungen der Führungsebenen durchleuchtet, Schlachten und Frontenverlauf, Niederlagen und Siege dargestellt, die kriegswirtschaftlichen Entwicklungen analysiert. Insoweit erscheint die Geschichte der beiden Weltkriege weitgehend erforscht.
Jeder Krieg hat aber auch eine weitere, eine personliche, eine menschliche Dimension. Die Geschichte eines Krieges ware lückenhaft, blieben seine Wirkungen auf die Soldaten und auf die Zivilbevolkerung unberücksichtigt. Diese Aspekte werden von der sozialgeschichtlichen Forschung nun immer häufiger untersucht, wie die Benutzungen im deutschen Bundesarchiv-Militararchiv belegen. Doch Akten der Kommandobehorden und Kriegstagebücher von Divisionen schweigen über die Leiden, Sorgen und vielleicht auch Hoffnungen der durch den Krieg betroffenen Menschen.
Ihren Niederschlag findet sich eher in Tagebüchern, Briefen und personlichen Erinnerungen. Aber die Ermittlung solche Quellen und ihre Ubernahme aus Privathand in Archive ist oft langwierig und sehr mühsam. Selten gelingt die Übernahme umfangreicher zusammenhangender Kriegskorrespondenz. Die Übernahme umfangreicher Dokumentationen von Kriegserlebnissen bleibt Ausnahme.
Umso hoher ist der Respekt vor Ihrer Dokumentation zu Kriegen des zwanzigsten Jahrhunderts, die eine äusserst wertvolle Bereicherung für die Sammlungen zu Kriegserlebnissen in unseren Archiven bilden wird.
Lassen Sie mich abschliessend noch einmal aufrichtig danken fur die liebenswürdige Einladung zu dieser Feier, für die gastliche Aufnahme und für die ausseordentlich grosszügige Übergabe der Dokumentation.
Ich danke zugleich für die vielen freundlichen Worte die ich in mündlicher und schriftlicher Form entgegennahmen dürfte.

Malgré que je ne pense pas que vous ayez particulièrement envie d'entendre encore un autre long discours, encore moins si c'est dans un français aussi mauvais que le mien, je vais quand même m'efforcer de m'adresser à vous en français, mais brièvement. Á ce stade je ne peux que reprendre les remerciements et les éloges émis par les intervenants précédants venu des U.S.A., d’Allemagne, et de France, et confirmer la grande importance que nous attachons à ces volumes.
Ces ouvrages illustrent deux choses en même temps : Tout d'abord ils montrent l’héroïsme dont peut faire preuve l'être humain pendant la guerre, et en particulier l’héroïsme du peuple français. Cependant ils ne concernent pas uniquement l’héroïsme français. L’héroïsme est un concept supranational qui dépasse toutes les frontières nationales. Les Britanniques devraient lire ces livres et verraient que ce n'est pas l’apanage exclusif des Anglais, ni des Européens, ni d'aucune nation en particulier sur terre.
Ce que montrent ces récits d'une manière décisive, c'est que même si parfois la guerre est inévitable, elle est en même temps et en dernière analyse, futile. Notre présence ici, venus pour une rencontre au niveau européen, devrait montrer que la paix est pour le genre humain le but ultime. Ces livres démontrent que c'est là le but que nous devrions poursuivre. Pour cette raison, j’espère que surtout les jeunes, eux qui peut être n'ont jamais connu la guerre, liront ces livres, en Grande Bretagne, aux U.S.A., en Allemagne, en France, et ailleurs, et aideront si possible à éviter des conflits du genre de ceux qui se déroulent en Yougoslavie en ce moment.
Je voudrais terminer en vous exprimant tous mes remerciements pour votre hospitalité, et votre générosité. Je remercie la ville de Nice, les Niçois, les Français. Enfin je dois remercier aussi mon ami, car c'est surtout cela qu'il est pour moi, Michel El Baze.
While I am sure that you are not especially keen to hear yet another long speech, not least in broken French such as mine, I will endeavour to speak to you, albeit briefly, in French. At this point I can only repeat the thanks and appreciation voiced by the previous speakers from the USA, Germany and from France and confirm the great value that we set by these
The volumes illustrate two things simultaneously: to begin with they show the heroism that mankind is capable of in war and in particular the heroism of the French people. However they do not exclusively concern themselves with French heroism. Heroism is an supra-national concept which crosses all national boundaries. People in Great Britain should read these volumes and see that it is not the exclusive preserve of Englishmen, of Europeans or of any one nation of the earth.
Crucially, what these volumes also show is that even if war is sometimes inevitable, it is at the same time and in the last analysis futile. Our coming together on a European level should demonstrate that peace is, for all humankind, the supreme goal and these volumes demonstrate that this is the goal that we should strive after. For this reason I hope that particularly young people, people who perhaps have never experienced war, will read this volumes in Great Britain, in the USA, in Germany and in France as well as elsewhere and help, if such is possible, to avoid conflicts of the kind taking place in Yugoslavia at this moment.
I should like to finish by expressing my sincere thanks to you for your hospitality and generosity. My thanks go to the city of Nice, to the people of Nice and the people of France. But finally my thanks must go to my friend - for that is what above all he is to me - Michel El Baze.
Ich werde versuchen französisch zu sprechen. Ich bin sicher, daß Sie kein Verlangen haben, noch einmal einen langen Diskurs und noch dazu einen Diskurs in einem so fragwürdigen Französisch wie meinem anzuhören. Jetzt ist es an mir, Ihnen zu danken und die Eindrücke zu wiederholen, die meine französischen, deutschen und amerikanischen Kollegen schon über den Wert dieser Texte zum Ausdruck gebracht haben.
Diese Texte beweisen zweierlei zugleich :
Sie beweisen den Heroismus der Humanität während der Kriege, in diesem Falle den französischen Heroismus.
Aber das ist nicht allein der französische Heroismus. Der Heroismus ist ein internationales Stützgerüst, das unter allen Völkern existiert, aber für die Engländer ist es nötig hier, in diesen Texten, zu sehen, daß der Heroismus, nicht exklusiv unter Engländern, sondern in Europa und der Welt, existiert. Zugleich beweisen die Texte, daß der Krieg wenn er unvermeidlich ist, einmalig, endgültig, unnütz ist.
Unsere Europäische Vereinigung beweist, daß der Friede der höchste Wert der Menschheit ist, und diese Texte hier werden beweisen, daß dieser Wert wirklich der Wert ist, den man suchen muß, und ich hoffe, daß vor allem die jungen Leute wie ich, vielleicht diejenigen, die an den Kriegen nicht teilgenommen haben, diese Texte in England, den Vereinigten Staaten, in Frankreich und auch anderen Landern lesen werden, um, wenn das möglich ist, die Konflikte zu vermeiden, die sich zum Beispiel jetzt in Jugoslawien enwickeln.
Es ist an mir, Ihnen für Ihre Gastfreundschaft zu danken, für Ihre Großzügigkeit.

Nul n’est prophète en son pays.
Je crois que ce proverbe, s’applique aujourd’hui à quelqu’un que nous connaissons bien, et qui travaille laborieusement, avec ténacité, dans le silence et dans la sérénité, et cela depuis de nombreuses années, depuis près de 10 ans, en fait.
Cette oeuvre a débuté modestement, difficilement et puis elle s’est épanouie et je crois qu’aujourd’hui c’est une sorte de récompense pour cet initiateur, mais aussi pour ceux qui l’on encouragé, qui l’ont accompagné sur ce chemin difficile et pour ceux qui ont bien voulu lui apporter leur contribution.
Depuis longtemps déjà, de grands stratèges, de Jules César en passant par Suntse, Von Klausewitz et d’autres plus récemment encore, ont parlé de la guerre. Ils en ont parlé parceque, jusqu’à ce jour, la guerre fait partie de notre quotidien. Je me souviens d’un professeur de droit international qui disait à ses élèves :"la guerre est l’état normal des relations entre les peuples, c’est la paix qui est l’état exceptionnel".
Cette réflexion pessimiste, nous essayons, vous essayiez de la contredire. Cette oeuvre est aussi un peu notre contribution commune pour apporter la contradiction à cette pensée pessimiste.
Il y a en effet des lustres, les vétérans des divers conflits en Europe notamment, étaient qualifiés de revanchards, de va-t’en guerre; les choses ont bien changé aujourd’hui. Les témoins, ceux qui ont apporté leur contribution à cette oeuvre, sont des hommes ou des femmes épris de paix, profondément, et justement parce qu’ils ont subi les affres de la guerre. Ils veulent que les relations entre les peuples deviennent pacifiques, même si des tensions existent ici et là, et que la guerre quelque fois encore l’emporte sur la raison.
Notre rôle à tous est de lutter pour faire en sorte que le monde soit pacifié et que, au moins déjà dans notre civilisation occidentale, les relations entre les peuples d’Europe, les peuples d’Amérique, mais aussi du Pacifique, d’Asie et d’Afrique, deviennent des relations normalisées, des relations diplomatiques; en fait, des relations humaines qui privilégient avant tout la solution négociée des immenses problèmes qui se posent à l’humanité toute entière et non pas la solution de la force.
Alors aujourd’hui nous pouvons dire que, modestement mais avec passion et avec ténacité, ceux qui ont écrit le récit de leurs luttes, parfois fratricides, le récit de leurs souffrances, l’ont fait dans un but et un seul but : celui de livrer aux générations futures leur vérité, la vérité de ce qu’ils ont eu à supporter, de ce qu’ils ont eu à combattre, face à leurs ennemis de l’époque et surtout face à eux-mêmes parce qu’un homme est toujours seul lorsqu’il est livré à la guerre; et ils l’ont fait avec la volonté que ces récits, ces témoignages, soient utiles, c’est pourquoi les récipiendaires vont emporter aujourd’hui, chez eux, une parcelle de cette mémoire collective française qui vaut, non seulement par ce qu’elle contient objectivement mais aussi par le symbole et la représentation signifiante intellectuelle.
Le Général Nelson tout à l’heure nous disait qu’il espérait qu’aux États Unis cette oeuvre créerait une émulation et provoquerait un élan. Je suis sûr, mon Général, qu’avec les moyens que le Gouvernement des États Unis sait accorder lorsqu’il le veut à une oeuvre, cette oeuvre prendra rapidement son essor et dépassera largement la modeste contribution de la Section des Croix de Guerre de Nice.
Monsieur Philip Reed me disait de son côté qu’en Grande Bretagne, il n’existe pas à cette heure d’oeuvres comparables, ou de travaux comparables, en dehors des archives bien entendu, officielles, scripturales qui sont déposées au musée de la guerre Britannique. Et j’espère aussi que cette contribution permettra à de nombreux vétérans de Grande Bretagne, de prendre exemple, et d’apporter aussi leur pierre à cette contribution.
Et puis je voudrais, pour finir, souhaiter que cette oeuvre serve au rapprochement entre les peuples, entre nos Nations Européennes mais aussi avec nos amis d’outre Atlantique et des nombreuses Nations du monde.
Je crois que c’est ce que vous avez voulu dire ce matin, lorsque vous avez déposé ensemble une gerbe devant le Monument aux Morts de Nice pour la paix et pour la compréhension entre les peuples, pour qu’enfin nous vivions, dans un monde meilleur et pacifié, un avenir meilleur.
Nobody is a prophet in his own country.
I think, this saying applies today to somebody that we know well, and who worked laboriously and tenaciously in silence and in serenity, and it has been so for almost 10 years in fact.
This enterprise started modestly, with difficulties, then expanded and I think that today it is some kind of reward, for this pioneer, but also for those who encouraged him, who helped him along this difficult path, and for those who kindly brought their contribution to his work.
For many years, great strategists, ranging from Julius Caesar, Suntse, and Von Klauswitz, and some others " re recent still have expatiated on war. They did so because up to now war is part of our daily life. I remember a professor in international law who would say to his pupils: "war is the normal state of relationship between the nations, it is peace which is an exceptional state". This pessimistic statement, we are trying, you are trying to prove it wrong. This work is also in some respects our common contribution to contradict this pessimistic view.
A long time ago indeed, the veterans from the various conflicts in Europe were referred to as revanchists, war mongers, things are very different nowadays. The witnesses, those who brought their contribution to this work, are men and women deeply fond of peace, precisely because they went through the throes of war. They want the relationships between the nations to be peaceful, even though tensions still persist here and there, and war still prevail over reason in some case.
Our role to all of us is to fight for the world to be pacified, and also to have at least in our western civilisation, normal relationships between the peoples in Europe, America, but also Asia and Africa, to have diplomatic relationships, in fact human relationship that would favour first and foremost the negotiated settlement to the huge problems that are besetting the whole of mankind, rather than the solutions based on force.
So today we can say that modestly but with passion and tenaciously, those who wrote the accounts of their sometimes fratricidal struggles, the accounts of their sufferings, did it with a purpose, only one purpose, that of delivering to the future generations, their truth, the truth about what they had to endure, of the fight they had to put up, in front of their enemies of the time, and especially in front of themselves, because a man is always alone when he is faced with war. They did that with the wish that those accounts, those testimonies be useful, this is why the persons who were presented with those documents will take with them today a piece of that collective memory of France, whose value lies not only in what it objectively contains, but also in the symbol and the signifying intellectual representation.
General Nelson was saying earlier on, that he hoped that in the United States this work would create an emulation and gather momentum. I am sure, General, that, with the means that the government of the United States can grant to an enterprise when it is willing to do it, this work will rapidly grow and will supersede largely the small contribution of the Nice section of the "Croix de Guerre".
Mr Philip Reed was saying to me on his part, that in Great Britain at the moment there were no similar documents, nor similar work, apart from the official archives, of course, scriptural archives which are kept in the British War Museum. I hope that this contribution will enable many veterans in Great Britain to follow that example, and to bring also their share to this contribution.
I would like to end up wishing that this work brings about closer relationships between the peoples, between our European nations, and also with our friends from the other side of the Atlantic, and of the numerous of the world.
I think that is what you meant this morning, when you lay a wreath together at the War Memorial in Nice, for peace, and understanding between the nations, so that eventually we can live a brighter future in a better and pacified world.
Niemand gilt als Prophet im eigenen Lande.
Ich glaube, dieses Sprichwort bezieht sich heute auf jemanden, den wir gut kennen und der eifrig arbeitet, mit Zähigkeit, im Stillen und mit innerer Ruhe, und das seit vielen Jahren, tatsächlich seit beinahe zehn Jahren.
Dieses übernommene Werk hat bescheiden angefangen, mühsam, und dann hat es sich ausgeweitet, und ich glaube, daß es heute eine Art von Entschädigung für den Initiator ist, aber auch für diejenigen, die ihn ermutigt, die ihn auf diesem schwierigen Weg begleitet haben, und für die, die ihm gerne ihren Beitrag übergeben haben.
Schon seit langem haben große Strategen - von Julius Caesar bis hin zu Suntse, von Klausewitz und anderen erst ganz vor kurzem - über den Krieg geredet. Sie haben davon gesprochen, weil der Krieg bis zu diesem Tage Teil unseres Alltags ist. Ich erinnere mich an einen Professor des Völkerrechts, der seinen Schülern sagte : "Der Krieg ist der Normalzustand der Beziehungen zwischen den Völkern, der Friede ist der Ausnahmezustand."
Dieser pessimistischen Überlegung versuchen wir, versuchen Sie zu widersprechen. Dieses Werk ist auch ein bißchen unser gemeinsamer Beitrag, Widerspruch gegen diesen pessimistischen Gedanken hervorzurufen.
Es gibt in der Tat Glanzlichter, die Veteranen der verschiedenen Konflikte in Europa nämlich waren qualifiziert als Revanchisten, als Kriegsfreiwillige; die Dinge haben sich heute sehr geändert. Die Zeitzeugen, diejenigen, die ihren Beitrag zu diesem Werk erbracht haben, sind Männer oder Frauen, die gründlich verliebt in den Frieden sind, und gerade weil sie die Schrecken des Krieges erduldet haben. Sie wollen, daß die Beziehungen zwischen den Völkern friedlich werden, selbst wenn es hier und da Spannungen gibt, daß der Krieg manchmal noch schwerer wiegt als der Verstand
Unsere Rolle für alle ist, gewissermaßen darum zu ringen, daß die Welt befriedet wird und daß wenigstens in unserer abendländischen Zivilisation die Beziehungen zwischen den Völkern Europas, den Völkern Amerikas, aber auch des Pazifik, Asiens und Afrikas normalisierte Beziehungen werden, diplomatische Beziehungen; tatsächlich menschliche Beziehungen, die vor allem Verhandlungslösungen der ungeheuren Probleme begünstigen, die sich der ganzen Menschheit stellen, und nicht Gewaltlösungen.
Nun, heute können wir sagen, daß, bescheiden, aber mit Leidenschaft und Ausdauer, diejenigen, die ihre Kampfberichte, manchmal teilweise ihre Leidensberichte, geschrieben haben, das zu einem und alleinigen Zweck getan haben : demjenigen, den künftigen Generationen ihre Wahrheit abzuliefern, die Wahrheit über das, was sie auszuhalten hatten, und über das, was sie mit zu erkämpfen hatten im Angesicht ihrer Feinde der Epoche und darüber hinaus vor ihrem eigenen Angesicht, weil ein Mann immer allein ist, wenn er dem Krieg ausgeliefert ist; und sie haben es mit dem Willen getan, daß diese Berichte, diese Zeitzeugnisse nützlich sein sollen. Deswegen werden die Empfänger heute ein Teilstück dieser kollektiven französischen Erinnerung mitnehmen, das von Wert cist, nicht nur, weil es sich objektiv mäßigt, sondern auch durch das Symbol und die signifikante intellektuelle Darstellung.
General Nelson sagte uns gerade, daß er hofft, daß in den Vereinigten Staaten dieses Werk eine Entwicklung hervorrufen und Elan herausfordern wird. Ich bin sicher, mein General, daß mit den Mitteln, die die Regierung der vereinigten Staaten einem Werk zu gewähren weiß, wenn sie es will, dieses Werk schnell Aufschwung nehmen und bei weitem den bescheidenen Beitrag der Sektion der Kriegskreuzträger von Nizza überflügeln Wird.
Herr Philip Reed sagte mir seinerseits, daß es gegenwärtig in Großbritannien keine vergleichbaren Werke oder vergleichbaren Arbeiten gibt - wohlgemerkt außerhalb der offiziellen Schriftgutarchive -, die im Britischen Kriegsmuseum sind. Und ich hoffe auch, daß dieser Beitrag vielen Veteranen Großbritanniens erlauben wird, sich ein Beispiel zu nehmen und auch ihren Stein zu diesem Beitrag beizubringen.
Und nun möchte ich, um zu schließen, wünschen, daß dieses Werk der Annäherung zwischen unseren Völkern dient, zwischen unseren europäischen Nationen, aber auch mit unseren Freunden jenseits des Atlantik und den vielen Nationen der Welt.
Ich glaube, daß es das ist, was Sie heute morgen haben sagen wollen, als Sie zusammen ein Gebinde vor dem Denkmal der Toten von Nizza niedergelegt haben : "Für den Frieden" und für die Verständigung zwischen den Völkern, damit wir endlich in einer besseren und befriedeten Welt leben, einer besseren Zukunft.
